that it has joined a civil suit that accuses armstrong of defrauding his long-time sponsor, the u.s. postal service. as you'll recall, he last month admitted that he did indeed use performance enhancing drugs to win all seven of his tour defrance titles. the u.s. anti-doping agency accused him of running, quote, the most sophisticated professionalized and successful doping program that sports has ever seen. but this week lance armstrong's attorney said he will not be testifying under oath about what he did. the lawsuit alleges armstrong and his fellow riders knowingly violated their contract with the postal service by using druses. he claims they tarnished the postal service's reputation and it claims they pocketed $30 million in the process. of course, lance armstrong's attorneys dispute the allegations and in a statement today said, the postal service's own studies show that the service benefited tremendously from its sponsorship, benefits totaling $100 million. rich edison from the "fox business" network live from d.c how much could this cost lance armstrong? >> he and his cycling team's

california? now it is across the central u.s. bringing the potential for a foot or more across portions of kansas through nebraska, and in towards iowa. we're seeing that winterry mix as well as ice. ice on the roadways, on the trees, power lines, for arkansas, up to missouri, we could see half an inch of ice which could be extraordinarily dangerous. portions of missouri, arkansas and across the ohio river valley as this system moves eastward. the snow totals from this map, this computer model looks like 12 to 18 inches in and around the kansas city area. lighter blue, six to 12 easily. that could include the chicago area. they have not seen a lot of snow this season if you can believe it. winter weather advisories for all the areas in pink. those are winter storm warnings. we have ice storm warning where we could see significant icing. very dangerous. people are urged to stay off the roads where we're getting ice. there is kansas city, miss sourcery, that bull's eye where we could get 12 to 18 inches of snow. some places we're getting a snowstorm they haven't seen in last couple years.

gutted our military. we literally had thousands of u.s. armed forces, ground forces die unnecessarily in the beginning of that conflict. in vietnam we were not aready for that type of war post-the korean war. after the collapse of the soviet union we were not level. we had to put all of that on fast forward. jenna: we were hering from the air force chief of staff tracking about future conflict but we're very much in a war right now and the military has to deal with budgets all the time when you're in a combat area like afghanistan. in your experience, nearly 40 years in the army, what happens during a time like this when there is some sort of budgetary crisis or concern in washington but you're on the battlefield? >> well, what they will try to do with the forces on the battlefield is continue to provide them with the priorities they need in terms of ammunition, and supplies and all the other necessary priorities. they will do everything they can to fence them. what will it impact on is those who were preparing to go. they will not have as many training hours, as many flying hours. sh
